Expert Witness

Josh Shoemaker provides expert witness consultation and testimony in cases involving public health pests, pest management practices, and pest control standards of care.

His work is focused on helping clients understand the facts of a case. Josh evaluates the available evidence, pest biology, and other relevant materials to determine what the facts support.

Since 2018, Josh has consulted on more than 200 cases involving bed bugs, cockroaches, rodents, and other pest-related concerns. His work has included pest identification, analysis of the causes and contributing conditions of infestations, evaluation of pest management efforts, and opinions on whether the actions taken were reasonable and consistent with appropriate pest control practices.

Josh has been qualified as an expert in several jurisdictions and has testified in court for both plaintiffs and defendants. His opinions are grounded in entomology, pest management standards, field experience, and a careful review of the specific facts and evidence in each case.

With more than 30 years of pest management experience, a Master’s degree in Entomology, and a Graduate Certificate in Public Health, Josh brings a practical, science-based, and fact-driven perspective to pest-related litigation. His goal is to provide clear, honest, and well-supported opinions that help clarify what happened, what likely contributed to the issue, and what the evidence does or does not show.
